The History of Master of Law

Lampung Province is geographically located at the tip and at the same time the gateway of the island of Sumatra which is directly connected to the island of Java. Like the head of a Dragon, the province is quite rich in both natural and man-made resources for economic growth and trade, as well as ethnic diversity and customs. This strategic position is not only a blessing, but also a disaster, resulting in a high crime rate. All of these are quite interesting objects of legal research/study, which can be contributed to support the formation of national law. For all of this, it is very necessary to have qualified legal experts in Strata-2 (Master) and Strata-3 (Doctor) who are able to conduct independent and reliable research/studies, and are also able to formulate the results of their research/studies so that they can be used for the benefit of the people and their natural environment.

The development of higher legal education in southern Sumatra shows an increase, until the end of 1998 there were 18 law faculties / law schools consisting of 4 state law faculties and 14 private law faculties / law schools. In accordance with the policy of the Ministry of Education and Culture that in Pelita VI at least 50% of the teaching staff at the law faculties / law colleges in each university must have Strata-2 (Masters) and Strata-3 (Doctoral) qualifications. Until now, the permanent teaching staff of private law faculties are still qualified with Starata-1 (S1) above 90%, while the teaching staff at state law faculties are still qualified with Starata-1 (S1) around 75%, so that only around 10-25% of teaching staff at private and state law faculties are qualified with Strata-2 (Master). In addition, many government and private institutions require a higher quality of education in line with the demands of improving the state apparatus or professionalization.

Based on institutional cooperation with Diponegoro University Semarang from 1985 to 2014, it also supports the ability to carry out education for the Postgraduate Program of the Master of Law Study Program at Lampung University. This institutional cooperation was also carried out with the University of Indonesia in the early years of the establishment of the Faculty of Law, Lampung University, which is now being initiated to resume this cooperation. In addition, since 1995 the Faculty of Law of the University of Lampung has been cooperating in the fields of education, research and community service in order to improve the quality of human resources with government and private institutions/offices/agencies, namely the Tanjungkarang High Court, the Regional Office of the National Land Agency of Lampung Province, PT A.K. Jasa Raharja Putra, the Association of National Private Banks (Perbanas), the Lampung Post, and the Bandar Lampung Legal Aid Institute. Such forms of cooperation will continue to be enhanced with the central government, provincial and district/city governments within and outside Lampung, the police, the prosecutor's office, the military, the Supreme Court, the Constitutional Court, the Supreme Audit Agency, Bank Indonesia, the DPR, DPD, DPRD, and other institutions both at home and abroad.

Therefore, to realize the objectives and answer the challenges above, the Faculty of Law, University of Lampung seeks to increase its role and participation in shaping quality human beings by establishing a Postgraduate Program for Master of Law Studies. The establishment of the Postgraduate Program of Master of Law Study Program of Unila began with the formation of a committee. The committee was formed by the Dean of the Faculty of Law of Unila with the Decree of the Dean of the Faculty of Law of Unila No.40/KPTS/FH/1996 dated June 25, 1996 concerning the Appointment of the Preparatory Committee for the Establishment of Postgraduate Program of Master of Law Study Program of Unila. The composition of the committee is as follows:

After that, the Committee conducted a survey on the demand for the Postgraduate Program of Master of Law Study Program at Unila and made a Proposal for the Establishment of Postgraduate Program of Master of Law Study Program at Unila to the Consortium of Law Sciences Ditjendikti Depdikbud and Dirjendikti Depdikbud. Based on the Decree of the Director General of Higher Education of the Ministry of Education and Culture of the Republic of Indonesia Number: 387/DIKTI/Kep/1999 dated August 18, 1999 concerning the Establishment of the Master of Law Study Program at the University of Lampung, since then the Postgraduate Program of the Master of Law Study Program of the University of Lampung has been officially established, which is one of the first strata-2 study programs developed by the University of Lampung. As a follow-up to the opening of the Postgraduate Program of Master of Law Study Program of Unila, the Rector of Unila issued Decree No. 549/J26/OT/1999 dated October 4, 1999 concerning the Organization and Work Procedures of the Master of Law Study Program of the University of Lampung, which was perfected by Decree of the Rector of Unila No. 1515/J26/OT/2000 dated May 29, 2000. Until now, PS-MIH has changed its leadership six times.

  2. Second, Prof. Dr. Sanusi Husin, S.H., M.H. (2004 – 2008), At that time the Unila Postgraduate Program of Master of Law Studies changed its name to the Master of Law Studies Program based on BAN-PT Accreditation Decree No. 00545/Ak-IV/S2-008/ULBMHK/VII/2005, dated July 7, 2005, with B accreditation.
  3. Third, Dr. Yuswanto, S.H., M.H. (2009 – 2012), dengan SK BAN-PT NO.SK : 016/BAN-PT/Ak-IX/S2/IX/2011, Tanggal 23 September 2011, Terakreditasi B.
  4. Fourth Dr. Khaidir Anwar S.H., M.Hum (2013 – 2014). In 2015 – 2016 the Chair of the Study Program was held by Dr. Eddy Rifai, S.H., M.H., because Dr. Khaidir Anwar, S.H., M.H. die. At the end of 2016 the Master of Law Study Program received Accreditation from BAN-PT with Predicate “A”, dengan nomor SK 0311/SK BAN-PT/AKRED/M/1/2017.
